They are completely independent punishments) is 10 game restriction -> 25 game restriction-> 14 day ban -> perma.
So yeah, chat doesn't necessarily need to include n-words and gay slurs to be punishable. Now that you mention it I do think I've heard that another cue for the ban hammer is simply volume of text. If you got into a big ol' flame war with people then the simple amount of text could have been what did it.
